Who among the racers is most likely to receive penalties while driving at Spa-Francorchamps restarts after squads and racers have had time to reorganise over the summer break?

Who has finished the first half of the 2022 season in first place in the penalty points rankings after a challenging beginning?
Racer penalty points are accumulated for transgressions during a certain race weekend and remain on the driver’s licence for a full year.
In the event that a motorist accumulates 12 penalty points in a calendar year, additional sanctions are applied.
Our two biggest championship contenders for 2022, Max Verstappen of Red Bull and Charles Leclerc of Ferrari, haven’t accrued any penalties so far in a spectacular season.

Verstappen continues to lead the list of penalty points, tied for first with Pierre Gasly (AlphaTauri) on seven points, but only because of the points he earned last season (and thus still inside the 12-month period).
Exactly three races from now, on September 12, two of Verstappen’s points will have expired.

Albon gains points from F1 returns
As have Lewis Hamilton (Mercedes), Carlos Sainz (Ferrari), Valtteri Bottas (Alfa Romeo), Mick Schumacher, and Verstappen’s colleague Sergio Perez (Haas).
Alex Albon, a returning F1 driver, has had a difficult start to his comeback with Williams; he has accrued 6 penalty points since March 27 and is tied with Yuki Tsunoda (AlphaTauri), Fernando Alonso, and Esteban Ocon in that regard (both Alpine).

Lance Stroll of Aston Martin is in second place with five points, followed by Guanyu Zhou of Alfa Romeo, who made his F1 start in March, who has four points.
Only four drivers—Hamilton, Leclerc, Sainz, and Schumacher—have a completely spotless driving record, including Daniel Ricciardo of McLaren, who has three points that he has accrued this year.
